Contudo, essas opções não deixam de ter impacto financeiro no Orçamento do Estado.</span></p><p style="margin: 0;"><br></p><p style="margin: 0;"><span style="font-size: 18px;"><strong><span style="color: rgb(255, 204, 0);">Principais medidas que podem afetar as PME:</span></strong></span></p><p style="margin: 0;"><br></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="64" data-end="94">Descida do IRC para PME: </strong>A taxa geral de IRC desce de 20% para 19% em 2026, prevendo-se reduções adicionais para 18% em 2027 e 17% em 2028. As PME e Small Mid Cap beneficiarão de uma taxa reduzida de 15% sobre os primeiros 50.000 \u20ac de matéria coletável;</li></ul><p style="margin: 0;"><span style="font-size: 14px;"><br></span></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="279" data-end="325">Incentivo à valorização salarial no IRC: </strong>Mantém-se o benefício fiscal para empresas que aumentem salários em pelo menos 4,6%. O objetivo é premiar a valorização dos trabalhadores e alinhar as empresas com o acordo de concertação social;</li></ul><p style="margin: 0;"><span style="font-size: 14px;"><br></span></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="527" data-end="573">Prémios de produtividade isentos até 6%: </strong>Os prémios de produtividade, lucros e gratificações mantêm isenção de IRS até 6% do salário base anual. Esta isenção só se aplica se houver um aumento salarial mínimo de 4,6%;</li></ul><p style="margin: 0;"><span style="font-size: 14px;"><br></span></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="755" data-end="804">Entrega do ficheiro SAF-T da contabilidade: </strong>A obrigatoriedade de entrega do ficheiro SAF-T da contabilidade volta a ser adiada. Em vez de entrar em vigor para os períodos contabilísticos de 2026, passará a aplicar-se apenas a partir de 2027, com entrega em 2028. O Governo pretende rever e atualizar o regime antes da sua entrada em vigor;</li></ul><p style="margin: 0;"><br></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="964" data-end="1010">Faturas em PDF e valorização dos stocks: </strong>As faturas em formato PDF continuam válidas até ao final de 2026. A valorização dos inventários permanece suspensa, mantendo-se apenas a obrigação de comunicação de quantidades;</li></ul><p style="margin: 0;"><br></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="1194" data-end="1252">Promoção do empreendedorismo e inovação empresarial: </strong>O Governo reserva 2.337 milhões de euros para apoiar a criação e o crescimento de empresas inovadoras. Inclui-se ainda a consolidação da Startup Portugal como plataforma nacional de empreendedorismo, a promoção da adoção da inteligência artificial nas empresas e a criação de programas de aceleração internacional.</li></ul><p style="margin: 0;"><br></p><ul style="margin: 0;"><li style="margin: 0; font-size: 14px;"><strong data-start="1444" data-end="1491">Aumento do salário mínimo nacional (SMN): </strong>O salário mínimo sobe para 920 \u20ac em 2026, um aumento de 5,75% face ao valor atual e situando-se acima da inflação. Depois de um crescimento esperado do PIB de 2% este ano, Portugal irá crescer 2,3% em 2026.
